Harper County Clerk and Property Records Office

Note: Harper County was created in 1907 from the northwestern part of Woodward County. It was named for Oscar G. Harper, a delegate to the Oklahoma Constitutional Convention.

Types of Property Records in Harper County

Land records filed with the Harper County Clerk cover the standard range of real estate transactions. Warranty deeds transfer ownership with the seller's guarantee that title is clear. Quitclaim deeds pass along whatever interest the grantor has, without any warranty. Both types are recorded when property changes hands. Mortgages and deeds of trust create liens to secure loans. Mineral deeds transfer subsurface rights separate from surface ownership, which is common throughout Oklahoma. Tax liens show up in the land index when county, state, or federal obligations go unpaid against a property owner. Judgment liens attach to real estate when filed. Plat maps for subdivisions are likely on file as well.

Recording Fees for Harper County Property Records

Recording fees in Oklahoma are set by state law. Under Title 28 Section 32, updated effective November 1, 2024, the fee for the first page of any deed, mortgage, or other recorded instrument is $8.00. Each additional page costs $2.00. A records management and preservation fee of $10.00 applies per instrument. Documents that fail formatting requirements are charged as non-conforming at $25.00 for the first page and $10.00 for each additional page.

Senate Bill 57, also effective November 1, 2024, requires all documents to have a 2-inch top margin and 1-inch margins on all other sides. Documents that do not meet those specs are still accepted but charged the non-conforming rate. Oklahoma also collects a documentary stamp tax of $0.75 per $500 of consideration under Title 68 Section 3201. On a $200,000 sale, that equals $300 in stamp taxes paid at recording.
