Lincoln County Clerk and Property Records Office

The Lincoln County Clerk is Alicia Wagnon. Her office is the official keeper of all recorded land instruments in Lincoln County. Every deed, mortgage, lien, lease, and release affecting real estate in the county must be recorded here before it becomes part of the permanent public record. The physical office is at 811 Manvel Ave, Chandler, OK 74834. The mailing address is P.O. Box 126, Chandler, OK 74834. You can reach the clerk by phone at (405) 258-1264, by fax at (405) 258-0439, or by email at awagnon@lincolncountyok.org.

Uncertified copies cost less and work for most research. Types of Property Records in Lincoln County

Warranty deeds are the most common instrument filed with the Lincoln County Clerk. They transfer real estate ownership and carry the seller's guarantee of clear title. Quitclaim deeds pass only the grantor's interest with no title warranty. Both types are recorded when land changes hands in the county. Mortgages and deeds of trust create liens against property to secure loan obligations. Releases clear those liens when the debt is paid off. All of these documents go into the permanent public index maintained by the County Clerk.

Oil and gas leases are also part of the Lincoln County record set. Central Oklahoma has active oil production, and lease filings show up in the county records. Mineral deeds transfer subsurface rights separately from surface land. Split ownership of surface and mineral rights is common across Oklahoma, and tracing both chains is often necessary for a full title search in Lincoln County. Tax liens appear in the index when owners fail to pay state or federal taxes. These liens must be resolved before a clean title can pass at closing.

Plat maps for subdivisions and developments are filed with the County Clerk as well. Military discharge papers (DD-214 forms) are kept at the courthouse as a public service to veterans. Marriage, divorce, and probate records are held separately by the Lincoln County Court Clerk, which is a distinct office from the County Clerk.

Lincoln County Recording Fees

Oklahoma recording fees are set by state law. Under Title 28 Section 32, effective November 1, 2024, the first page of any deed, mortgage, or recorded instrument costs $8.00 to file. Each additional page of the same document is $2.00. A records management and preservation fee of $10.00 is charged per instrument. Documents that do not meet formatting requirements are treated as non-conforming and charged $25.00 for the first page and $10.00 for each page after that.

Senate Bill 57, also effective from November 1, 2024, mandates a 2-inch top margin and 1-inch margins on all other sides. Documents outside those specs are still recorded, just at the non-conforming rate. The documentary stamp tax under Title 68 Section 3201 is $0.75 per $500 of consideration. On a $180,000 home sale in Lincoln County, that comes to $270 in stamp taxes due at the time of recording. Copies of recorded documents cost $1.00 per page, and certified copies add $1.00 per page beyond that.

Lincoln County Assessor and Treasurer

The Lincoln County Assessor is Jackie Holcomb. Her office phone is (405) 258-1209 and the fax is (405) 258-1204. You can reach the assessor by email at lincolnassessor@cotc.net. The assessor values all real and personal property in Lincoln County for tax purposes and maintains assessment rolls with owner names, parcel descriptions, and current valuations. The assessor's records are separate from the deed and lien records kept by the County Clerk, but together they form a complete picture of any parcel in the county.

The County Treasurer collects property taxes and maintains tax payment records. Tax liens for unpaid property taxes are filed with the County Clerk and appear in the land records index. For current tax status or payment history on a Lincoln County parcel, contact the Treasurer's office in Chandler. Statewide property tax roll data is also available through OKTaxRolls.com, which covers all 77 Oklahoma counties.

Title companies, lenders, and law firms can submit documents directly to the County Clerk through any of these services without mailing paper.
